Ireland Enforces New Gambling Regulations with Establishment of GRAI

​On March 5, 2025, Ireland marked a significant milestone in its approach to gambling regulation with the official establishment of the Gambling Regulatory Authority of Ireland (GRAI). The GRAI is tasked with overseeing both retail and online gambling activities, including the regulation of lotteries, with the exception of the national lottery. • Dr. Colin O'Driscoll: Senior psychologist and clinical lead for the HSE’s Mid-West Addiction Services.​

Anne-Marie Caulfield, who was appointed as CEO in 2022, continues to lead the authority in its mission to create a well-regulated and transparent gambling sector with consumer protection at its core. ​

One of the immediate priorities for the GRAI is to progress the licensing process, with plans to invite applications for various licence types within the coming year. This initiative is part of a phased approach to fully implement the authority's legislative powers and ensure a smooth transition to the new regulatory framework. ​
